Complete lack of explanation about extra costs but situation fixed

Just to install a new hookup point for hydro coming into my house SES charged me $300 for 15 minutes work. ESA charges $300+ for certification of the work. SES did not alert Toronto Hydro to get an inspector to see what was proposed and I never received notification that Hydro would charge me an additional $678 for them to do the transfer to the new hookup.
TH would never have called me because I was never inspected.
However to give them their due credit, SES later contacted Toronto Hydro on my behalf and arranged for TH to do the transfer at no charge. I now have a safe connection to my house and it cost $678 less than it could have.

Thanks Mr. Doug your feedback, unfortunately due to some new rules in Toronto Hydro regarding power related issues which creates lots of confusions causing frustration and unnecessary trouble.
I am glad now you have realized that the Toronto hydro was pushing you to pay $678 for something that shouldn't charge you. It is not our responsibility to tell Hydro people how to do their job. I have spent many hours with Toronto Hydro to defend you to save your $678 . I am glad I have saved your $678 also Got your main electrical service transferred to new location without any additional payment. I am glad now you are satisfied.

All told this 1/2 hour job is going to cost me over $1300
