Power wash and install polymeric sand and sealant

Evan was great initially, but within days of the application, weeds, grass were growing back into the cracks and there was no real evidence of sealant. There are also cracks now forming in the sand. I communicated with him instantly, he said he would be in contact and fix it.. but that never happened, so I had to hire someone else.
I asked for a partial refund as this wasnt acceptable or responsible and yet he only offered him a little over $100? Its very disappointing, and a complete waste of time.
