Incorrect troubleshooting assessment, billing inconsistent with quote

UPDATE:
David reached out a few months afterwards and offered a refund.
While I still cannot recommend Antech based on my experience, I do appreciate that steps have been taken to help set things right.

I contacted Antech Electrical to help troubleshoot an issue with a circuit breaker tripping.

To summarize why I am so unsatisfied with this experience:
1) Antech did not properly diagnose or correct the problem.
The two solutions proposed were both big, unnecessary projects which would have costed many hundreds to thousands of dollars.
I later received a second assessment outside of Antech, in which the real problem was successfully identified to be a single faulty surge protector.
2) Final billing was inconsistent with the initial phone quote

Details:
1) David from Antech arrived 90 minutes later than scheduled, but was courteous and respectful during the hour he worked in my home.

Measurements were taken at four different outlets and at the breaker box.
David's final assessment was that there were too many devices hooked up to the circuit, causing the breaker to trip.
I accepted the explanation at the time, but later grew skeptical how 1 computer, 2 monitors and few pieces of networking equipment could overload a 15A circuit.
Electrical work throughout the unit was completed fairly recently, with the building being just two years old.

The potential solutions David provided were to either replace the breakers that had tripped, upgrade breakers to 30A, or rearrange my equipment so they were spread out on separate circuits.
Ballpark estimates provided for the first two options were in the many hundreds to thousands of dollars -- well beyond my expectations and my budget.

I opted not to have any work done, and to settle with spreading the load across different circuits.

Later on, I sought a second opinion outside of Antech, and was advised that there was no issue with the load I was placing on the circuit. The real problem was identified to be a single faulty surge protector which, compared to the solutions proposed by Antech, had a negligible cost to replace.

2) As David wrapped up, the final charges he announced were shockingly higher than quoted over the phone.
What was initially discussed as a $179 visit to diagnose the issue and quote further work to be done turned into $179 plus an additional $499.
$499 for an hour spent measuring the amperage at four outlets and at the breaker box felt excessive.
David contacted his office to have the charge lowered, but it was still difficult to accept (even more so now, knowing that his assessment of the issue was incorrect, the underlying problem was left unresolved, and the costly solutions being proposed were completely unnecessary).
I ended up paying a bit more than what was originally quoted and David agreed to take care of the rest, citing that here may have been errors in communication.

Overall, the whole experience was unpleasant, frustrating, and ineffective.
I regret choosing Antech Electrical for my electrical needs, and hope this review will help others avoid making the same mistake.
