Heat Pump Coil change in a condominium apartment

Walker Mechanical came to my property on 23 of July 2019. The issue was that there was no cooling from our AC. He iagnosed the issue as a leaking coil. He took the AC out of the unit, took of the coil, and he promissed in the nex 2 days will be back with the replacement part. He came back after a week. That week was every day above 30-35 degrees celsius outside, without humidity factor. Anyway, after a week he came, he fixed the unit...BUT HE MISSED TO FLUSH THE DRAIN TO MAKE SURE THAT DRAIN WAS NOT CLOGGED, during multiple pulling out and returning unit back in the walls.
Fair enough, he clogged the drain. The unit below was flooded. A condominium managemet sent me a charge back invoices in the total ammout of $3,300.00 that they have paid for the stopping the flood, and repearing the unit below.
I tried multiple times to get in touch wit Walker...un-succesfully. He does not reply my emails except the first one, and he stopped after that. He does not pick up the phone as well, or answwer my text mesages.
His liability insurance should be paying for this damages. Obviously he does not have one.
So repair of 1200 dollars will cost me on the end $4,500.00
Stay away from thkis guy and this company
