Technician is not family with newer windows and have difficult to remove old glass then damage my outside frame. The the damage was fixed by cardboard paper and silicon. That makes windows looks not perfect.

Sometimes the glass is difficult to remove, depending on how badly the window was broken. In some cases such as yours, the cause of the break will result in some frame damage as well. In these cases we try to repair the damage the best we can without having to replace the whole window and frame. Window replacement is much more expensive than just glass replacement and some customers want to keep the cost down as much as possible.
