Homeowner in Toronto

I had a property manager dealing with him, and it's been several months of requesting the licence paperwork so that Toronto Hydro can change the billing. My property manager says he had called him numerous times, but wasn't getting a response. The electrician claims he hadn't heard from the property manager. I ended up calling him myself, and reached him. He said he'd get it done, but after a day, I figured I'd just call ESA to get him to move, and I'm still waiting...
