On 6/9/9 we signed a contract with Pioneer Hurricane Protection for shutters for our home and gave them a deposit. The engineer who wrote the contract should have known the problem that would ensue with the east bay window but wrote the contract anyway including that window. As per the contract the job would take 3-4 weeks to complete however, as of 9/7/9 the job still has not been completed. To backtrack, intially we were advised that a permit would be required and paid for such however, when they came to install the shutters on 6/26/9 the permit was not in hand. They advised us that if they provided a paid receipt that that would be acceptable however as per the permit date it wasn't even applied for on or prior to that date, in essence they misrepresented that to us. Then the permit was applied for on 7/1/9, issued on 7/8/9 and installation was scheduled for 7/13/9 and inspection thereafter. The job was installed and paid in full on 7/13/9. A PBC inspector failed the job on 7/20/9 due to the east bay window. The decision was then made to eliminate the east bay window from the plans, remove the tracks for that window and call for reinspection. On 8/17/9 a call was made by us to see if a new revised permit had been applied for. We were told that the revised permit had been approved on 8/10/9, a whole week prior and there was never any contact made by Pioneer until we called and left a message that this was unacceptable. Finally on 8/18 a call from the production manager was received and elimination of the east bay window was scheduled for "within the week". The tracks were removed by Pioneer and a make shift job of tons of caulking and unsafe rough ironedge edges were left on the east bay window. PBC county inspectors failed to review the revised permit and therefore failed inspection 2 more times and finally gave us a final on 8/26/9 only because someone happened to be home on that date and advised the PBC inspector of the issues. Wanting the job to be completed and done in the right way we advised Pioneer that we wanted to be there for reinstallation of the east bay window. We feel that we should have taken priority for that east bay window since it has been so long since the inception of this contract. Apparently, that is not the case. We were put on the back burner, so to speak. Several times after the final inspection we were told that reinstallation of the east bay window was scheduled for the afternoon. We expressed concern regarding afternoon weather conditions and we were told not to worry it would be taken care of. For an entire week they were a no call no show. We had to initiate the phone calls on the following day to find out why, only to hear another excuse and yet another unfulfilled promise. Although there were delays by PBC inspectors, the majority of the delays were due to a non proactive approach. We feel that being a "small job" was not as important to the $1million a year company (per their website) which is unfortunate. To date the east bay window is still not done and we are very disheartened, disappointed and wish now we had chosen another company for our installation.
