Promises but no follow through

Will comes across as a hard working, honest man. He shows up to do an estimate and his comment is, "I live in this community, I have to run into people, so if there is ever an issue, I come back". Coming back is exactly what he did NOT do. There were cracks and issues of spots not finished.
He said "It has been too long". It wasn't even 6 months.
He would say that he was going to show and he would be very late, or not show at all. He took on too many projects and once you had paid, even half, he backed off and someone else became a priority. I am still correcting issues
