I have condensation on the inside of the vapour barrier in the basement. I only get it in the summer so I suspect its an air leak from the sill plate. Is there anyone that does sill plate insulation.

The roll of insulation is something that should have been installed before the sill plate was bolted down. The best option now would be to caulk the sill plate and rim joists.
If the joists are not insulated, that is also recommended. A solution for both issues would be to have spray foam put in the ends.
